Mr. Belisario Contreras currently leads and coordinates the Cybersecurity capacity building efforts at the Organization of American States (OAS), where he manages the Cybersecurity Program. With over 14 years of experience in government and security initiatives, he possesses a deep understanding of in-country legislative and policymaking processes in the area of information technology and cybersecurity with a high knowledge of the Latin American and Caribbean region.
He is highly experienced in the implementation of a wide variety of projects, and is adept in the establishment of donor relations, multi-stakeholder engagement, including high level government officials, civil society and the private sector. Moreover, he has spearheaded and promoted strategic partnerships between the OAS and key international actors in the field of cybersecurity.
In his position at the OAS, he has played a key role in the development of projects focused on building the cyber security capabilities in the Americas. These projects have ranged from policy development and implementation to technical capacity building. In this regard, over the past years, he has been involved in the development of the National Cybersecurity Policies and Strategies for countries such as Chile, Colombia, Costa Rica, Guatemala, Jamaica, México, Panamá, Paraguay and Trinidad & Tobago. Additionally, he has also contributed to the establishment of 21 Computer Emergency Response Teams (CERTs) in the Americas. He has also been engaged in the development of more than 12 regional cybersecurity publications, and the delivery of technical training; implementation of crisis management exercises; and capacity building on critical infrastructure protection (CIP).
Mr. Contreras is a member of the Global Agenda Council on the Future of Cybersecurity at the World Economic Forum (WEF) and is also an Oxford University Fellow. In this capacity he has been a frequent speaker at international and regional cyberspace events, bringing attention to the specific impact these issues have on the LAC region.
Prior to his current position, Mr. Contreras worked at the Young American Business Trust (YABT) and was a fellow of the Department of National Planning of Colombia. He holds a Bachelor’s in Business Administration from the Universidad Francisco de Paula Santander, and a Master’s Degree in Latin American Studies from the School of Foreign Service at Georgetown University, with a special focus on government and security.
